Neff and Purcell Project Update – June 9, 2023

Safety First

Project construction activities require heavy equipment and open trench work. Stay safe. Always stay outside of the construction areas. Keep children and pets away from the construction zone. Use the posted detour and temporary pedestrian access routes.

Pedestrians should attempt to find alternate paths around the project area, if unavoidable please follow crew instructions and marked temporary pedestrian paths if available.

Project Update

We have monitored the traffic and installed temporary speed humps on Williamson Court, Paula Drive and Shepard Road. Speed radar devices will continue to be deployed for traffic calming and monitoring in areas experiencing high rates of cut through traffic.

CONSTRUCTION – June 12–16

Purcell Extension

Processing of the excavated and hammered material continues near Courtney Drive. The crushed rock will be repurposed for pipeline backfill and to change the grade of Neff Road through the intersection.

Demolition of Purcell Boulevard between Full Moon Drive and the missing segment of Purcell begins. A partial closure of Purcell will be required to perform the work, residential access will be maintained throughout the construction window.

Neff and Purcell Intersection

The franchise utilities such as gas, power, cable, etc. continue progressing towards completion of relocating facilities to their ideal locations and depths, the City’s contractor is able to begin the planned improvements of the Neff and Purcell intersection.

Rock hammering and excavation will be performed for stormwater infrastructure improvements. Expect intermittent periods of vibration and noise should be expected by properties near the Neff Road and Purcell Boulevard intersection. Installation of stormwater infrastructure will be performed as crews excavate the areas of work.

Project Update

CONSTRUCTION – June 1 through June 8

Purcell Extension

Processing of the excavated and hammered material continues near Courtney Drive. The crushed rock will be repurposed for pipeline backfill and to change the grade of Neff Road through the intersection.

Installation of the concrete curbs is completed and forming and preparation for the concrete sidewalks begins.

Neff and Purcell Intersection

The franchise utilities such as gas, power, cable, etc. are progressing towards completion of relocating facilities to their ideal locations and depths, the City’s contractor is able to begin the planned improvements of the Neff and Purcell intersection.

Sewer bypass is established to maintain existing sewer functionality during the upcoming sewer main and structure replacements and relocations. Exploratory potholing continues to expedite the infrastructure relocation efforts as well as establish locations for stormwater infrastructure installation.

The project has been experiencing longer than expected infrastructure relocation and design adjustment work. We regret that the delays will impact the project schedule, and we understand the inconvenience this will cause. The intersection is estimated to be completed in fall 2023. However, the project team is committed to exploring tactics that will improve the timeline and open the roadway as soon as possible.

We understand the importance of this project for the community and the impact that this delay may have on our daily lives. We will make every effort to try to minimize the inconvenience caused by this work. However, we ask for your understanding and patience in this regard. We appreciate your support as we tackle this unforeseen issue.

Construction – May 18June 2

Purcell Extension 

Processing of the excavated and hammered material continues. The crushed rock will be repurposed for pipeline backfill and to change the grade of Neff Road through the intersection.

Subgrade prep work begins for the sidewalk, curbs and roadway.

Neff and Purcell Intersection 

The franchise utilities, such as power, internet, etc., continue relocating their facilities to ideal locations and depths. The contractor continues with excavation work.

Required tree removal will be taking place to make room for additional turn lanes and sidewalks. Trees will be preserved when feasible. New trees and landscape plants will be added as part of the project. See what trees will be preserved, removed and planted on the Landscape Exhibits on the project website.

Road Closures and Detours

Neff Road and Purcell Boulevard intersection, near St. Charles hospital in Bend, will be closed for reconstruction. Plan ahead and understand your detour route. Delays are expected. Give yourself extra time to reach your destination. Detour routes are listed below.*Closure dates are estimates and subject to change.
